Dr. John P. Sullivan was a career police officer, now retired. He served as a lieutenant with the Los Angeles Sheriff’s Department. He is an Instructor in the Center on National Defense and Public Safety (formerly Safe Communities Institute (SCI)) at the Sol Price School of Public Policy, University of Southern California, Senior El Centro Fellow at Small Wars Journal, Research Fellow at the Future Security Initiative (FSI), Arizona State University & New America, Senior Fellow at the Urban Warfare Institute, Contributing Editor at Homeland Security Today, an Adjunct Researcher on society and global crime at the VORTEX Research Group, Bogotá, Colombia, and Member of the Scientific Advisory Board of the Global Observatory of Transnational Criminal Networks. Previously, he served as a Global Fellow at Stratfor (2018), Senior Fellow at the Stephenson Disaster Management Institute (SDMI) at Louisiana State University, and as a Senior Fellow at the Center for Advanced Studies on Terrorism (CAST). Sullivan received a lifetime achievement award from the National Fusion Center Association in November 2018 for his contributions to the US national network of intelligence fusion centers. He received his PhD (doctorate in knowledge and information society) from the Open University of Catalonia where he studied the impact of transnational organized crime on sovereignty. He also holds a Bachelor of Arts in government from the College of William and Mary and a Master of Arts in urban affairs and policy analysis from the New School for Social Research. He participated in the Executive Counter-Terrorism Program at the University of Southern California, National Center for Risk and Economic Analysis of Terrorism Events (CREATE). Sullivan is a member of the Network of Expertsat the Global Initiative against Transnational Organized Crime (GI-TOC).
