Islam M. Serour is a seasoned legal consultant and community development advisor with over a decade of experience spanning government, corporate, and international legal practice. He currently serves as Head of the Legal Section and Community Development Advisor at Bahrain’s Ministry of Social Development, where he leads strategic legal initiatives, oversees legislative reform, and ensures institutional compliance with national laws and international standards. In this role, he has successfully negotiated hundreds of contracts, managed complex litigation in coordination with state authorities, and contributed to key legislative amendments, particularly in the areas of social protection and human rights.
Prior to this, Serour held a senior position at the Egyptian State Lawsuits Authority, representing government entities in high-stakes litigation and arbitration. His work involved drafting thousands of legal pleadings, advising on regulatory compliance, and contributing to legal strategy at the highest institutional levels, including within the Technical Office of the Authority’s President. His early career includes experience as in-house counsel and maritime lawyer, where he developed expertise in corporate law, international trade, and dispute resolution.
Dr. Serour holds a PhD in Private International Law from Mansoura University, with a research focus on extradition in terrorism cases. His academic and professional interests extend to cybersecurity law, artificial intelligence regulation, and international arbitration. He is an active contributor to legal scholarship, authoring several books and peer-reviewed articles on cybercrime, customs law, and international cooperation in criminal matters.
He is a member of international legal associations and is listed as an arbitrator with the Maldives International Arbitration Centre, reflecting his growing role in global dispute resolution and transnational legal practice.
