Nicasio Viana

Nicasio Viana is a Brazilian legal scholar, law enforcement professional, and educator whose career uniquely combines public safety, legal academia, comparative law, and human rights. With more than two decades of experience in policing and legal practice, he brings a multidisciplinary perspective to the intersection of law enforcement, civil liability, public administration, and the rule of law.

Nicasio currently serves as a Police Agent with the Brazilian Federal Highway Police, where he has held a range of operational and leadership roles, including Operations Supervisor, Local Head of Operations, and Command and Control Data Analyst. Throughout his career, he has led operational teams, coordinated law enforcement activities, analyzed administrative and disciplinary proceedings, and contributed to strategic decision-making through operational intelligence and data analysis. Earlier in his career, he served in the Brazilian Navy, further strengthening his expertise in public service, security, and institutional leadership.

Alongside his law enforcement career, Nicasio is a Professor of Law at Candido Mendes University, where he teaches Civil Liability, Law of Obligations, and Consumer Law. He previously served as a Conciliator at the First Special Civil Court in Campos dos Goytacazes, mediating disputes involving consumer, contract, and banking law while promoting alternative dispute resolution and access to justice.

His academic credentials include a Master of Laws (LL.M.) from the University of Michigan Law School, where he was awarded the prestigious Grotius Scholarship, as well as postgraduate qualifications in Public Law and Marketing and Digital Media, complemented by a Bachelor of Science in Computer Science. His interdisciplinary background enables him to integrate legal analysis with technology, data analytics, and digital innovation.

An accomplished researcher and published author, Nicasio's scholarship focuses on comparative law, policing, human rights, and public security. He is also an active volunteer, contributing to legal aid, immigration assistance, translation, and international human rights initiatives, including the Michigan Legal Help, Freedom House, and the Syrian Accountability Project. Fluent in Portuguese, English, Spanish, and French, he is committed to advancing justice, legal education, and evidence-based public safety policy on both national and international levels.
