Dr. Qamar Jamal Mheiche is a PhD holder in Public Law from the Islamic University of Lebanon and a legal academic and researcher specializing in contemporary legal developments. She combines university-level teaching, advanced legal training, and scholarly research with active engagement in international academic forums.
Her expertise focuses on digital law, digital governance, artificial intelligence, administrative law, and legal reform. She has participated in international conferences addressing the legal challenges of technological transformation and cyberspace regulation.
Dr. Mheiche is an experienced legal educator and trainer, delivering specialized legal courses through academic institutions and digital platforms. She is also a published legal author in areas including cybercrime, anti-corruption, banking secrecy, and judicial independence. She is the Founder and Director of the “Legal Center for Studies and Consultations,” dedicated to legal education, research, and consultancy.
The breadth of Dr. Mheiche’s instructional expertise includes teaching Human Rights, Business Law, Corporate Law, and Administrative Law at prestigious institutions such as the Lebanese University and various vocational schools.
